This matter comes before the court on Defendant Westport Fuel Systems Canada, Inc.’s (“Westport”) Motion to Dismiss for Failure to State a Claim, Motion to Dismiss for Lack of Jurisdiction, or Alternatively to Transfer or Stay. Dkt. 17. This Court dispense d with oral argument as it would not aid in the decisional process. See Fed. R. Civ. P. 78(b); E.D. Va. Loc. Civ. R. 7(J). The Motions are now fully briefed and ripe for disposition. Considering the Motions, together with Westport’s Memorandum in Support and the attached Exhibits (Dkt.
