Cisco Systems, Inc. (“Cisco”) app eals from a final judgment of the United States District Court for the Northern District of California , dismissing its declaratory judgment action for lack of subject matter jurisdiction. For the reasons explained , we affirm the district court’s finding of no jurisdiction. BACKGROUND Cisco develops and manufactures networking equi p- ment components used in telecommunications infrastruc- tures.
